My first experience with multi-source
appraisal happened at West Point in 1963, where cadets formally
evaluated each other's performance three times a year. The
ratings had profound consequences. Academy officials studied
the scores along with several other performance factors. If
peer ratings were consistently low, a person could be expelled
from the Academy. During my four years there, I knew several
students who were forced to leave under this system.
By contrast, this early form of 360-degree
feedback was practically unknown in business organizations
thirty
years ago. 360 did not become popular until the late
1980s, and then mostly as an executive development tool.
Today, it has been introduced into most Fortune 1000
companies, and
its use is spreading. It is now affordable enough to use
with all employees, and it's also flexible enough to
use in a variety
of applications, such as leadership development, team development,
customer feedback and organization

A
large, exclusive retirement community began using performance
appraisal several years ago. Although the completed
appraisals are kept on file, their only practical use
has been to determine the amount of an employee's salary
increase. The problem is that managers are given quotas
for the increases, so they award ratings more to justify
the increases than to record an evaluation of performance.
